sanction は「制裁」だけじゃない？

歴史や政治の記事を読んでいると、こんな表現に出会うことがあります。
They created a state-sanctioned system for appointing priests. （僧侶を任命するための、国家による……制裁制度？）
ちょっと変ですよね。
実は sanction には、私たちがまず思い浮かべる「制裁」以外に、 「認可・公認」 という正反対の意味があります。
つまり、
a state-sanctioned system 国家によって認可された制度／国家公認の制度
という意味になるわけです。
一方で、
economic sanctions 経済制裁
は、ニュースでおなじみの「制裁」。
このように sanction は “公的な措置” を表す語で、文脈によって意味が変わるのが特徴です。
この記事では、 聞いた瞬間にどちらの意味か判断できるように sanction の二つの意味をシンプルに整理していきます。

【A】sanction の二つの意味＆見分け方
まずは、sanction の二つの意味をシンプルに押さえましょう。
【A1】sanction＝認可・承認する（正式に認める）
sanction は、権限を持つ機関が何かを正式に認める、許可するという意味で使われます。 語感としては approve / authorize / officially allow に近いイメージです。
The government sanctioned the new policy. 政府はその新しい政策を正式に認可した。
The project was sanctioned by the authorities. その計画は当局によって認可された。
歴史・政治・宗教の文脈では、
state-sanctioned / government-sanctioned 国家・政府公認の
という形が頻出します。
ここで重要なのは、
sanctioned = 制裁された とは限らないこと。
特に歴史記事では、 「公的に認められた」 という意味になることが多い点を押さえておきましょう。
【A2】sanction＝制裁する／制裁
もう一つの意味は、私たちがよく知る「制裁」です。
The country imposed sanctions on its neighbor. その国は隣国に制裁を科した。
The company was hit with economic sanctions. その企業は経済制裁を受けた。
ニュースでは、
- economic sanctions（経済制裁）
- impose sanctions（制裁を科す）
- sanctions against ～（～に対する制裁）
のような形で頻繁に登場します。
【A3】聞いた瞬間の見分け方（最重要）
sanction は単語だけでは判断しにくいですが、 前後の語を見るとほぼ確実に判別できます。
🔹認可の可能性が高い語
- sanction a plan / system / activity
- state-sanctioned / government-sanctioned / officially sanctioned
→ 計画・制度・活動を「正式に認める」文脈。
🔹制裁の可能性が高い語
- economic sanctions
- impose sanctions
- sanctions against ～
→ 国・企業・個人に対する「措置・罰」の文脈。

【B2】「制裁」の sanction（3会話）
① economic sanctions

① 宗教政策

C3：皇居（旧江戸城）— 江戸幕府のsanctioned はどっち？
➀檀家制度
The shogunate sometimes sanctioned temples by officially recognizing their religious and administrative roles in local communities.
👉回答：認可！（幕府は、寺院の特権や地域の戸籍管理における役割を公的に認め、寺院を公認することがありました。）
②五人組制度
The shogunate also sanctioned entire communities through the five-household system, punishing the group when any member violated official regulations.
👉回答：制裁！（同じ幕府は、五人組制度を通じて共同体に制裁を行い、構成員の誰かが幕府の規則に違反した場合には、組全体が制裁の対象となりました。）
